As the "Disaster Guy," I see and review many emergency preparedness/disaster survival materials and handbooks. "Handbook 1: Provident Living" is my personal favorite.
Handbook 1, Section 1, includes Church counsel on emergency preparedness and guides for Church emergency preparedness reps. Handbook 1, Section 3 includes Church guidelines pertaining to disasters. All other content in Handbooks 1 and 2 is the same.

Unless you are a Church leader, you don't need to buy Handbook 1. Buy Handbook 2 instead.
